Preconstruction Manager (Estimator)

Job Responsibilities/Duties:
Responsible for estimate coordination and consolidation of each of the discipline estimates into the Proposal Estimate.
Reviews design scopes and develop quantities.
Prepares direct labor estimates, distributable or contractors indirect cost estimates.
Prepares contingency, escalation and reconciliation for estimates.
Performs comparisons of scope, quantities and cost data between projects.
Reviews designs and specifications for cost effectiveness and suggest alternatives where appropriate.
Supports continuous improvement efforts and the change management effects associated with the implementation of improvements.
Solicit Subcontractors and ensure adequate bid coverage for all trades.
Develop detailed scope of work for each trade.
Prepare job specific general conditions.
Take off all trades where work may be self-performed.
Prepare a bid schedule.
Review bid with Director of Preconstruction prior to submitting to the owner.
Prepares management presentations.
Prepares instructions to bidders, bid form and other bid solicitation information as required
Performs and/or manages the quantity survey and pricing effort for internal budgets.
Prepares conceptual budgets based on minimal information.
Reviews general conditions, schedule, scopes of work, hoisting plans, site logistics and other exhibits as prepared by Operations.
Coordinates insurance requirements with Risk Manager.
Coordinates technical proposal requirements with Marketing Department.
Reviews constructability issues with operational staff.
Builds effective relationships with customers, design team, specialty contractors, suppliers, and user groups that reflect and support company core values and meets or exceeds the customers expectations.
Participate in the transfer of information on successful projects including the Job Kick-off Meeting.
Participate in periodic reviews and visits to projects as appropriate.
Qualifications:
Bachelors degree (preferably in engineering or construction management)
Minimum 8 years construction experience; 5+ years of estimating experience on large scale projects
Experience with conceptual estimating
Excellent analytic abilities are required to work as a preconstruction manager.
Strong communication skills.
Effective technical abilities to utilize word processing and spreadsheet programs, as well as cost-estimating software programs.
